Cabinet Business - Monday 2nd March, 2026

President Dr. Patrick Herminie convened and chaired an extraordinary meeting of Cabinet on Monday 2nd March 2026, at which Cabinet took decisive action to approve the National Economic Preparedness and Response Framework. The Framework is designed to fortify Seychelles’ economic resilience and ensure a coherent, whole-of-government response to potential disruptions arising from instability affecting Middle East aviation, energy, shipping, and financial corridors.

As part of the immediate implementation of the framework, Cabinet approved the urgent establishment of a Cabinet Emergency Group, chaired by the President, mandated to provide continuous strategic oversight, high-level coordination, and rapid decision-making. In parallel, the Cabinet authorised the activation of an Economic Monitoring Group composed of key ministries and national agencies, tasked with real-time surveillance and reporting on priority economic indicators. These include fuel and food security, price stability, aviation connectivity, foreign exchange reserves, shipping logistics, and the safety and welfare of Seychellois nationals residing in or transiting through affected regions.

To ensure a comprehensive national response, Cabinet further approved the establishment of a multisectoral group as a consultative mechanism bringing together representatives of civil society, the Seychelles Chamber of Commerce and Industry (SCCI), the Seychelles Hospitality and Tourism Association (SHTA), and the Small Hotels and Establishments Association. This platform will enable structured, timely and continuous engagement with the private sector and community stakeholders, particularly those most exposed to disruption, such as those in tourism, trade, and supply chains. The group will provide direct feedback to the government, in identifying emerging pressures and support coordinated mitigation measures to protect the economic activity, employment, and livelihoods.

The Cabinet also approved the adoption of a staged national response framework, supported by a national monitoring dashboard, allowing the Government to escalate and adjust interventions swiftly and proportionately as conditions evolve. These measures will ensure the continuity of essential supplies, preserve macroeconomic stability, and reinforce Seychelles’ capacity to withstand external shocks through proactive governance and constant oversight.
