President Dr. Patrick Herminie chaired a scheduled meeting of the Cabinet on Wednesday 18th February, during which a number of legal and policy memoranda were approved.

Cabinet approved the National Awards (Repeal) Bill, 2026, which proposes to repeal the National Awards Act, 2022 (Act 11 of 2022) while preserving the validity of any national awards already conferred under that Act.

Cabinet approved the Health Care Agency (Repeal) Bill, 2026 and to integrate Health Care Agency’s operational functions and staff into the restructured Ministry of Health, particularly under the Health Care Services Department.  

Cabinet approved the empowerment of the Nature Reserves and Conservancy Act (NRCA) and the Environment Protection Act (EPA) throughout Seychelles’ Exclusive Economic Zone (EEZ). This decision strengthens the legal and regulatory basis for the full implementation of the Seychelles Marine Spatial Plan (SMSP) and enables the enforcement of Zone 1 and Zone 2 provisions under the NRCA and the full application and harmonisation of the EPA with the SMSP, ensuring the SMSP’s legal status and its future implementation in compliance with the debt swap agreement. 

Cabinet approved the issuance of an Internet Service Provider (ISP) licence - subject to specific conditions - to Starlink, in order for Starlink to provide broadband Internet services and its related products in Seychelles.
