President Wavel Ramkalawan, chaired a scheduled meeting of the Cabinet yesterday Wednesday 4th June, in which a number of legal and policy memoranda were approved.
Cabinet was presented with the findings of the gap analysis of the Children Act 1982. Cabinet noted the grievous shortcomings of the Act and approved recommendations for a complete review of the Act to address critical shortcomings in Seychelles’ child protection legal framework. Cabinet agreed that our society should place emphasis on protection of the family and of children. Cabinet further instructed the Office of the Attorney General to prioritise the drafting of a new Children Act Bill, ensuring alignment with constitutional provisions, international obligations, and modern safeguarding practices.
Cabinet approved measures to stabilise and boost local table egg production. These include maintaining self-sufficiency by avoiding the importation of table egg. Increased production will be supported through the importation of pullets and the development of a high-tech layer farm. Steps will also be taken to ensure reliable access to quality animal feed. Cabinet also endorsed the creation of a national livestock task force, encouraged private investment in feed supply, and supported the finalisation of the livestock policy to ensure long-term sustainability in the sector.
Cabinet approved amendments to the Limited Partnerships Act, 2003, aimed at strengthening compliance with the framework for transparency and exchange of information for tax purposes. The changes include mandatory disclosure by nominee partners of their status and nominators, the retention of such records for at least seven years, and the removal of restrictions on Limited Partners conducting business in Seychelles. These reforms align with Economic Co-operation and Development (OECD) and Financial Action Task Force (FATF) recommendations and support Seychelles’ efforts to improve its rating in the Global Forum on Transparency and Exchange of Information for Tax Purpose review and be removed from the EU list of non-cooperative jurisdictions tax purposes.
Cabinet approved amendments to the International Business Companies Act, 2016, aimed at enhancing corporate transparency and aligning Seychelles with international standards set by the Economic Co-operation and Development (OECD) and Financial Action Task Force (FATF). The amendments include mandatory disclosure of nominator in the register of members to ensure the availability of information on nominators of all nominees, even when the nominee shareholding arrangement involves less than 10% of the shares, stricter requirements for registered agents, improved record-keeping and transfer protocols, and updated provisions for restoring companies to the register. Cabinet also endorsed the reduction of the transitional period for existing companies to comply with the new requirements and approved the contents of the draft International Business Companies (Amendment) Bill, 2025.
Cabinet expressed deep sadness at the passing of Mr Joe Samy, a highly respected and celebrated Seychellois talent. In recognition of his remarkable contributions to the nation’s cultural landscape, Mr Samy was awarded the National Medal of Merit in 2023. Cabinet extended heartfelt condolences to his family and loved ones during this difficult time.
