The Office of the President has today announced the appointment of the new Chief Executive Officer of the Seychelles Communications Regulatory Authority (SCRA), Mr Wilven Jean.
The Seychelles Communications Regulatory Authority is responsible for implementing and enforcing the Communications Act 2023. It takes over the regulatory functions previously undertaken by the Department of ICT (DICT) in the telecommunications and broadcasting sectors. DICT will continue to hold responsibility for policy matters related to telecommunications and broadcasting.
Mr Wilven Jean holds a Master's Degree in Business Administration (MBA/CEMBA) from the University of Seychelles and a Postgraduate Diploma in Wireless Communication Systems from the PLA University of Science & Technology in China. His working experience in the public service spans 21 years.
Mr. Jean brings with him a wealth of experience, he recently completed 18 years of active service from Seychelles Defence Forces as a Captain in rank, and a Pilot. As a military officer, Mr Jean has occupied several roles; including Pilot Officer & Flight Safety Officer, in the Seychelles Air Force. His leadership background is further highlighted by his previous positions as Chief of Military Intelligence & Security and later as Chief of Strategic Planning at the military headquarters.
Mr Jean started his career in 2004 as a telecom technician with the then Airtel Telecom (Seychelles). In 2006, he joined the Seychelles Defence Forces as a military recruit. During his time in the SDF, Mr Jean has undertaken various training that led him to occupy key positions in the Force, notably as a military pilot, flight safety officer/Manager, ICT Officer, and Chief of Military Intelligence and security.
Before his appointment as the Chief Executive Officer of the Seychelles Communications Regulatory Authority, Mr Jean was the Chief of Strategic Plans, Policy, and Engagement at the Defence Forces Headquarters. His appointment took effect on 13th January 2025.
