Appointments to the Constitutional Appointment Authority

Following the Eighth Amendment to the Constitution which was assented into law on 18th April 2017, and which enlarged the composition of the Constitutional Appointments Authority (CAA) from three Members to five, the Office of the President has confirmed that Mrs Marie-Ange Houareau who was then serving as Chairperson of the CAA, and Mrs Jane Carpin, who was a Member of the CAA, both resigned from their respective positions on 24th April 2017, by mutual agreement with Government.

Mrs Marie-Nella Azemia, who had been appointed as Member of the CAA by the President in May 2016, continues in her post, and in accordance with the Constitution, President Danny Faure appointed Mr Willy Confait as his second appointee to the CAA.

The Leader of the Opposition, Hon Wavel Ramkalawan, appointed two new Members to the CAA; they are Mrs Simone de Comarmond and Mrs Annette Georges.

The new appointments were made on 24th April 2017.

The four Members of the newly constituted CAA met on Tuesday 2nd May 2017, and in accordance with the Constitution, have discussed and agreed on the appointment of the 5th Member and Chairperson of the CAA. The newly appointed Chairperson is Dr Shelton Jolicoeur.

Dr Jolicoeur has a Doctorate in Law, and a is practicing Notary.  He has occupied several key posts in Government, including 14 years as a Member of the National Assembly, and has also served as Deputy Speaker of the National Assembly.

His appointment as Chairperson of the CAA took effect on 2nd May 2017.
