First Lady Mrs Veronique Herminie has outlined an ambitious four-year plan aimed at strengthening support for women, children and vulnerable groups, while expanding initiatives that promote education, empowerment, health and community well-being.

The plan builds on initiatives such as Welcome to Puberty, Boys Connect and Build Your Dream, which will continue to form part of the Office of the First Lady's efforts to equip young people with knowledge, confidence and opportunities for personal development.

To translate this commitment into action, the First Lady presented a Strategic Framework to Vice-President Mr Sebastien Pillay and Principal Secretary for Administration Mrs Doreen Zelia at State House on Friday. The framework sets out the priorities that will guide the Office of the First Lady over the next four years.

"It will also serve as a foundation for mobilising resources, securing funding and establishing partnerships to support the implementation of its initiatives," said Mrs Herminie.

She added "a key feature of the framework is a commitment to ensuring continuity in programmes that have made a positive difference in people's lives."

Under the theme Empowering Seychelles Together, the framework places particular emphasis on health and wellness, support for vulnerable groups, education, empowerment, gender equality and environmental stewardship.

The Office's main initiatives will be implemented annually, with each one targeting specific vulnerable groups and addressing their particular needs. Through Welcome to Puberty, the Office will continue promoting awareness and education among young people navigating adolescence, while Boys Connect will focus on engaging boys in discussions and activities that encourage positive development and responsible decision-making. Build Your Dream will seek to inspire young people to pursue their ambitions and explore opportunities for personal growth.

As part of its commitment to continuity, Mrs Herminie also intends to carry forward the Hug in a Mug initiative introduced by former First Lady Mrs Linda Ramkalawan, recognising the importance of maintaining meaningful programmes that support vulnerable members of society.

The framework also outlines environmental actions specific to the Office's operations over the four years, including the introduction of green energy in 2026, waste recycling and sorting in 2027, and the adoption of a green vehicle in 2028. These measures aim to make the Office's daily operations more environmentally sustainable.

Several initiatives will be organised around relevant United Nations International Days and other international observances, providing opportunities to raise awareness and encourage public participation in issues relating to women, children, health, environmental protection and vulnerable groups.

An important component of the framework is the strengthening of partnerships with government institutions, civil society organisations, the private sector and international development partners. These collaborations are expected to broaden the reach of the Office's programmes while ensuring the effective use of available resources.

Aligned with national development priorities and the United Nations Sustainable Development Goals, the framework also introduces monitoring and evaluation measures to assess progress and ensure accountability throughout its implementation.

Through this four-year strategic direction, the Office of the First Lady seeks to build on existing programmes, expand its community outreach and ensure that its initiatives deliver meaningful and lasting benefits to the people of Seychelles.

On the occasion of United Nations Day, the Republic of Seychelles reaffirms its commitment to multilateralism and the purpose and principles of the United Nations, including the promotion of peace, international cooperation and respect for international law. At a time of heightened geopolitical tensions, conflict, and instability, dialogue and diplomacy, remain essential to building a safer and more stable world.

Seychelles remains guided by its longstanding foreign policy principle of being a friend to all and an enemy to none. We uphold sovereign equality of all nations, and their rights to participate meaningfully in international affairs, regardless of its size or influence. The United Nations must continue to provide a forum for peaceful dialogue, collective action and the resolution of disputes, while adapting its capacity to respond effectively to evolving global order.

The protection of human rights, human dignity and fundamental freedoms must remain central to international cooperation. In the face of conflict, displacement and inequality, the international community has a shared responsibility to protect vulnerable populations, uphold international humanitarian law and ensure that no one is left behind.

Sustainable development is equally essential to lasting peace and stability. For Seychelles and other Small Island Developing States, the challenges extend beyond climate change to include economic uncertainty, geopolitical tensions, rising costs, limited access to affordable development financing and vulnerabilities arising from global disruptions. Addressing these interconnected challenges require stronger cooperation between the United Nations, regional organisations, international financial institutions and development partners.

With the 2030 deadline approaching, renewed commitment and greater collective efforts are needed to accelerate progress towards the Sustainable Development Goals. Priorities include improving access to quality healthcare and education, reducing poverty and inequality, strengthening climate resilience and protecting our oceans. International partnerships must translate global commitments into practical and lasting benefits, particularly for countries facing structural and economic constraints.

As we commemorate United Nations Day, let us renew our pledge to the pursuit of a just, inclusive and sustainable world; one that uphold the dignity and well-being of all people and endures for the benefit of present and future generations.

In his message of condolence, President Herminie acknowledged Mr Mason as one of the early entrepreneurs whose vision and commitment contributed to the growth of tourism in Seychelles.

“Behind the development of our tourism industry are individuals who believed in the potential of our islands and took the initiative to invest in its future. Mickey Mason was among those who made a valuable contribution to that journey,” the President said.

Before venturing into tourism, Mr Mason began his career in forestry, where he developed an appreciation for Seychelles’ natural environment. This connection with nature remained part of his journey as he later established Mason’s Travel in 1972, a business that grew from offering boat excursions into a company providing a range of tourism services across the islands.

President Herminie noted that the contributions of early tourism pioneers such as Mr Mason remain an important part of Seychelles’ development history, particularly in creating opportunities for employment and economic growth.

“The progress we enjoy today has been built on the efforts of many individuals over the years. Their contributions deserve our recognition and appreciation,” the President added.

On behalf of the government and people of Seychelles, President Herminie extends his sincere condolences to Mr Mason’s wife, Kathy, his children, family, friends and the wider tourism community.

May he rest in peace.

Vice-President Sebastien Pillay chaired a scheduled meeting of the Cabinet on Wednesday 14th October, during which a number of legal and policy memoranda were approved.

Cabinet approved decisive measures to ensure that there will be no increase in electricity tariffs for the remainder of 2026. This decision reflects Government’s commitment to protecting households and businesses from additional financial pressures while maintaining the sustainability of essential public utilities.

Cabinet approved the regulations which will provide the mechanism for the proper administration of the Reparation Trust Fund. The Regulations will safeguard and ring-fence the Fund so that all resources are dedicated exclusively to reparations, while establishing appropriate governance and oversight arrangements, including a Board of Trustees proposed by the Commission for appointment by the President. This decision reaffirms Government’s commitment to advance the national reconciliation process and ensure the effective implementation of the recommendations of the Truth, Reconciliation and National Unity Commission (TRNUC).

Cabinet approved amendments to the Seychelles Made Act, 2025 aimed at strengthening its implementation. The amendments include provisions relating to the governance of the Seychelles Made Evaluation Committee, application procedures, certificate renewal and cancellation, and the appeals process. Cabinet also emphasised the need for stronger Government support and protection for Seychellois entrepreneurs, particularly in relation to trademarks and intellectual property rights. The Ministry responsible for Industry and Enterprise will take the lead in strengthening support to local entrepreneurs, while a policy paper will be jointly prepared by the relevant Ministries to address trademark and intellectual property issues, including the protection and recovery of rights to names endemic to Seychelles. Young entrepreneurs, including participants of the Youth Entrepreneurship Programme, will also be engaged to strengthen awareness of trademark requirements.

Cabinet approved a series of measures towards establishing a more structured and regulated approach to the accommodation of foreign workers in Seychelles, particularly in support of major development projects and in response to increasing demand for suitable accommodation. The Industrial Estates Authority (IEA) will undertake a comprehensive assessment of existing foreign worker accommodation, including the location, number of workers housed and prevailing living conditions, and will coordinate the development of appropriate accommodation standards. The Planning Authority will work with the IEA to establish standards for designated areas where foreign worker accommodation may be permitted, while a dedicated site will be identified for the development of purpose-built accommodation, with the land remaining under Government ownership. These measures are intended to strengthen oversight, ensure acceptable living conditions and provide a more sustainable approach to accommodating the foreign workforce required to support the country’s development needs.

Cabinet approved the review and amendment of the Industrial Estate Authority (IEA) Act to establish a stronger legal and governance framework for the effective management, regulation and development of industrial estates in Seychelles. The reforms will strengthen the IEA’s mandate, enforcement powers and regulatory functions, while providing greater clarity on the designation and management of industrial estates and the respective responsibilities of Government agencies operating within them. The drafting process will commence as a priority through a coordinated approach involving the Ministries and Departments responsible for Lands, Planning, Transport and Environment, alongside the development of an appropriate lease framework and land-use plan.

Secretary of State for Finance Mr. Patrick Payet presented the Government's Economic and Fiscal Outlook for 2026–2030, outlining economic growth projections, public finances, debt developments and planned investments.

The presentation highlighted significant infrastructure requirements, including the proposed new national hospital, port expansion and rehabilitation, airport redevelopment, and investments in public utilities and renewable energy, several of which have yet to be incorporated into the medium-term fiscal framework.

A central focus of the discussions was the existing debt-to-GDP target of 50%, with several Council members expressing concern that the target constrains Government's capacity to finance critical infrastructure. Members proposed examining greater flexibility within the debt framework to accommodate productive investment, while safeguarding long-term fiscal sustainability.

The Council emphasised that debt sustainability should not be assessed solely on the basis of the debt-to-GDP ratio, but through a broader range of economic and fiscal indicators, including debt-servicing capacity, Government revenue, borrowing costs, economic growth prospects and resilience to external shocks. Members stressed that any additional borrowing must be supported by a credible financing and repayment strategy, demonstrating the expected economic returns and a sustainable debt trajectory.

In this context, members proposed the development of a comprehensive, long-term economic growth and investment framework extending beyond the traditional five-year planning horizon. Discussions also highlighted the importance of tax and institutional reforms, improving the ease of doing business, strengthening private sector investment and exploring alternative infrastructure financing mechanisms.

Members further underscored the interconnected nature of fiscal policy, monetary and financial stability, and the wider economy, highlighting the need for a coordinated approach to economic planning and development.

In his closing remarks, Vice President Pillay reiterated the Government's ambitious development agenda, extending beyond the current five-year period. He emphasised the Government's commitment to creating greater opportunities for the private sector to invest, expand and contribute more meaningfully to economic growth. He further underscored the importance of harnessing private sector investment and economic development to advance the country's long-term development priorities and social transformation agenda, while maintaining fiscal and financial stability.

The government is aiming to begin implementing a digital Human Resource Management System (HRMS) next year as part of wider efforts to reduce administrative delays, improve efficiency and strengthen public service delivery, Vice-President Mr Sebastien Pillay said.

The Vice-President outlined this expectation during a strategic briefing with representatives of FreeBalance at State House this afternoon, where discussions centred on the government's digital transformation agenda and its vision for a more modern, efficient and technologically driven public service.

In his introductory remarks, Vice-President Pillay stressed that digital transformation must deliver tangible improvements in the way government institutions operate, particularly by reducing the time taken to complete administrative processes.

He highlighted the need to eliminate unnecessary delays between processes, explaining that efficiency should be measured not only by the availability of digital systems but also by how quickly services can be delivered.

The Vice-President acknowledged that Seychelles, despite its small size, has faced challenges in advancing digitalisation at the desired pace. He emphasised that introducing new technology must be accompanied by changes in existing administrative structures and procedures.

Central to this transformation is the HRMS, which is expected to modernise human resource management across the public service and encourage the digitalisation of other interconnected government processes.

Vice-President Pillay explained that simply converting physical documents into digital formats would not be sufficient if the administrative processes behind them continued to depend heavily on manual intervention.

He noted that while the initial stages of digital transformation may still require officers to manually enter and verify information, the longer-term objective is to establish more integrated systems capable of reducing repetitive administrative tasks.

The Vice-President also addressed concerns surrounding the impact of emerging technologies, including artificial intelligence, on employment within the public service.

"We wouldn't want to go in a direction whereby technology replaces people, leaving their jobs," he stated.

Instead, he emphasised the importance of retraining and equipping public officers with the necessary skills to work alongside new technologies, ensuring that digital transformation strengthens the workforce rather than displacing it.

Looking ahead, Vice-President Pillay indicated that the government expects to begin transitioning towards the HRMS in 2027, marking an important step in its efforts to modernise public administration.

He further outlined a broader vision extending beyond the digitalisation of government services, including the development of technological infrastructure that would enable more digital transactions to be processed locally rather than relying on systems operating outside Seychelles.

The meeting also focused on aligning the HRMS implementation with the government's strategic priorities, particularly in relation to change management, communication and the involvement of public officers throughout the transition.

In attendance were Secretary of State for Cabinet Affairs and Civil Service, Ms Margaret Moumou, who also serves as Head of the Civil Service, alongside project managers from the Department of Public Administration (DPA) and the Department of Information Communications Technology (DICT).

The FreeBalance team brings international experience in public-sector financial and human resource management systems. FreeBalance is a Canadian company headquartered in Ottawa, with a global team working on digital government and public administration projects in countries across Africa, the Caribbean, Asia and the Pacific.

The engagement provided the FreeBalance team with an opportunity to better understand the government's expectations and the importance of ensuring that the new system responds to the practical needs of public institutions.

The planned introduction of the HRMS forms part of the government's wider commitment to building a more responsive, accountable and digitally enabled public service, where technology supports faster decision-making, reduces administrative bottlenecks and ultimately improves service delivery to the Seychellois people.

The call provided an opportunity for the Association to share its objectives, discuss the challenges it is facing and explore ways to strengthen the University’s visibility at both national and international levels.

In his introductory remarks, the Chairperson of the Association, Mr Dominique Sabino, thanked President Herminie for his support and introduced the members of the team. He explained that the Association’s main aim is to promote the University of Seychelles and encourage more students to pursue their studies at the institution.

The Association brings together young professionals who have completed their studies at the University at master’s, degree and diploma levels. It currently has approximately 158 registered members. The possibility of improving accommodation arrangements for international students was also discussed as part of efforts to attract more students to the University.

Looking ahead, Mr Sabino outlined the Association’s priority areas for its 2027 calendar of activities. These include student support, mentorship and career opportunities, sustainability initiatives, and wellness. He explained that wellness would be approached holistically, extending beyond physical health to encompass other aspects of personal well-being.

The Association is currently finalising its programme of activities, which will be published on its website https://uniseyalumni.org once completed. This was the message from President Dr Patrick Herminie as he welcomed representatives of Marcelin Global Holdings for a courtesy call at State House today.

The meeting with the company's founder and director, Mr Danio Marcelin, and business partner and shareholder, Mr Raj Kowlessur, focused on technological innovation, food security, economic self-sufficiency and opportunities for young Seychellois entrepreneurs to contribute to national development.

President Herminie emphasised that young people have an important place in his political party's manifesto and its vision for transforming Seychelles into a more innovative, productive and self-reliant nation.

He observed that while Seychelles enjoys a relatively high GDP per capita, this should not become a reason for complacency. The country's development must continue to evolve in response to the changing needs and aspirations of its people, with technology and innovation providing new opportunities for progress.

The President expressed his vision of a Seychelles increasingly driven by technology, where locally developed solutions can help address national challenges, improve productivity and reduce dependence on external markets.

Food security featured prominently in the discussions, particularly through Marcelin Global Holdings' proposed Terra Project, which seeks to introduce smart and autonomous farming technologies to advance agricultural production.

President Herminie expressed particular interest in agricultural technology and the potential for Seychelles to regain greater self-sufficiency in food production. He recalled that the country had previously achieved approximately 80 per cent self-sufficiency in poultry and pork production, highlighting the importance of rebuilding local productive capacity to safeguard the population against external shocks.

The discussions also explored opportunities to produce animal feed and fertiliser locally, alongside the availability of land for agricultural development.

Other proposals presented by the entrepreneurs included local production of nitrogen and oxygen, biogas technology and alternative energy solutions aimed at reducing operating costs and making better use of resources available in Seychelles.

The company also outlined a proposed tourism sector plan involving technology to monitor expenditure and support contingency planning, particularly in the event of future global disruptions such as pandemics or conflicts.

In healthcare, the entrepreneurs discussed a proposed Starlink-based entertainment initiative, beginning with a pilot project at the hospital on La Digue, with the possibility of extending the service to other locations.

Marcelin Global Holdings has already ventured into the technology market through the introduction of its locally branded MGH Core laptops, offering more affordable computing options, particularly for students and families. The initiative reflects the company's broader ambition to make technology more accessible while developing home-grown solutions.

During the exchange, the entrepreneurs also raised the possibility of grant assistance to support the development of their initiatives and sought the President's perspective on the direction of their business ambitions.

President Herminie welcomed the emphasis on innovation and entrepreneurship, underscoring the importance of harnessing the potential of young Seychellois to build an economy that is not only prosperous but increasingly resilient and self-sufficient.

The meeting reflected a shared interest in advancing practical, technology-driven solutions that can strengthen local production, create opportunities and contribute to the long-term transformation of Seychelles.

Upon arrival, the President received a warm welcome from students before joining dignitaries for the official ceremony.

The event was attended by Vice-President Sebastien Pillay, who holds the portfolio for Lands and Housing, Cabinet ministers, high-ranking government officials, representatives of Jan De Nul Dredging Limited and other invited guests.

Addressing the gathering, President Herminie emphasised that the project represents more than the creation of additional land. It is an investment in the future of Seychellois families and the country's long-term development.

"Today we are thinking about the Seychellois child who has not yet been born," the President said.

"That child will need a home. That child will need a school. That child will need roads, hospitals, electricity, water and other services."

The project will involve three reclamation areas along the east coast of Mahe, covering approximately 550,000 square metres, or 55 hectares. These include a 19-hectare extension of Ile Aurore, 16 hectares at Zone 20 in Providence and a new 20-hectare island at Zone 5, also in Providence.

Providing an overview of the project, consultant Pat Lablache explained that the first phase involves constructing containment bunds and coastal protection structures, while the second phase, expected to begin in January 2027, will involve depositing approximately three million cubic metres of sand to create the new land.

Secretary of State for Lands, Housing and Infrastructure Joseph Francois outlined the project's wider economic potential, highlighting growing demand for industrial land, marina facilities and investment opportunities.

He also presented plans for tourism and residential developments, with proposed investments intended to help finance wider social infrastructure, including more than 1,800 houses, schools and sports facilities.

Representing dredging contractor Jan De Nul, Filip Marobe reflected on the company's partnership with Seychelles, which dates back to 1985. He explained that the arrival of the backhoe dredger Jerommeke marked the start of construction following an unforeseen delay, with the larger dredger Francis Beaufort expected in January 2027.

Environmental protection will remain an important consideration throughout the project, with dredging, sand extraction and reclamation activities subject to environmental safeguards and monitoring.

President Herminie reiterated that national development must balance economic ambition with environmental responsibility.

"For a small island nation, land is one of our most precious national resources. We cannot create mountains."

"We cannot create valleys and rivers. But, through careful national planning, responsible engineering and environmental stewardship, we can create new, productive spaces for our people."

The President also welcomed investment that creates employment, develops skills and contributes to the economy, while stressing that national assets must be managed in the long-term interests of the Seychellois people.

Turning his attention to young people, he encouraged them to see the project as an opportunity to build their futures in Seychelles.

"I hope you see a place for yourself in the Seychelles of tomorrow," he said, envisioning a country where young Seychellois can own homes, establish businesses and raise families.

The ceremony featured a video presentation tracing Seychelles' history of land reclamation, cultural entertainment and the inaugural scoop performed by President Herminie to symbolically launch the works.

As Seychelles prepares to expand its available land, the President reminded those present that development is ultimately measured by what one generation leaves behind for the next.

"Our responsibility as leaders is not simply to manage the Seychelles we inherited. Our responsibility is to prepare the Seychelles you will inherit."

During the ceremony, five special awards were presented to five constables in recognition of their exemplary performance throughout the 18-month training programme.

The Outstanding Field Performance Award, based on physical fitness, drill, guarding techniques and the use of firearms and ammunition, was presented to Constable Leeah Souyana.

The Outstanding Academic Achievement Award, recognising consistent academic performance and the highest academic score in the cohort, was awarded to Constable Carina Didon.

The Commissioner’s Cup, awarded in recognition of discipline, preparedness and the ability to perform under pressure, went to Constable Arnaud Havelock.

The Excellence in Versatility and Dedication Award, based on the number of tasks completed, flexibility, adaptability in challenging situations and willingness to participate in activities, was presented to Constable Riyanne Marie.

The most prestigious recognition of the ceremony, the Overall Best Performer Award, was presented to Constable Angello Cafrine. He was recognised for his honesty, straightforwardness, academic excellence, voluntary service and active participation in national events, as well as for having been chosen by his fellow recruits as their preferred candidate. He received his award to enthusiastic applause.

Addressing the graduates, the Commander of the Seychelles Police Academy, Assistant Superintendent of Police (ASP) Hendricka Marie, expressed her pride at having followed their progress throughout their training. She encouraged them to carry the knowledge, skills and values instilled in them into their new roles, while continuing to learn and adapt as the challenges of law enforcement evolve.

Speaking in particular to the young women among the graduates, ASP Marie emphasised that they were not joining the force merely to fill positions but were stepping forward to help shape the future of policing.

“You do not have to become less feminine to become strong. You do not have to imitate someone else to become a leader. Your compassion can be a strength. Your ability to listen can be a strength. Your empathy can be a strength,” she said.

During her address, ASP Marie also paid special tribute to those graduates who had lost both parents and who therefore could not have them present to witness this important occasion.

In his remarks, the Commissioner of Police, Mr Godfra Hermitte, congratulated the newly graduated constables and reminded them of the core message of the police oath. He stressed that the oath should become an integral part of their lives and encouraged them to grasp the true meaning and responsibilities of being a police officer.

He also commended the parents and families for raising, supporting and encouraging the young men and women as they embark on their careers in law enforcement.

The ceremony concluded with a vote of thanks delivered by graduate Constable Carina Didon, followed by remarks from the mother of Constable Angello Cafrine. The event ended with a parade featuring the slow march and quick march in salute to the guest of honour.

The graduation ceremony marked the completion of 18 months of training for the 36 constables as they now prepare to take up their duties within the Seychelles Police Force.

The Committee is chaired by Ms Marie Claire Marie, with Ms Doris Moustache and Mr Larrey Chetty serving as members, and Ms Patricia Rosette as Secretary. It was appointed in July 2026 under Section 8(3) of the Act. Its mandate was to identify and recommend seven suitable candidates for appointment to the Board of the Seychelles Broadcasting Corporation, including a Chairperson and Vice-Chairperson.

The Committee received 34 applications from across all age groups. Of these, 27 applicants were shortlisted and 25 were interviewed: 13 men and 12 women.

The committee described the process as a new and valuable exercise, that could serve as a reference for future appointment of Board members by other public entities.

The Committee welcomed in particular the number of young applicants who came forward, showing a clear willingness to contribute to an improved SBC.

In accordance with the Act, the President will appoint four members to the Board from the seven recommended candidates. The remaining members will be nominated by the National Assembly, the Media Practitioners Association, the Citizens Engagement Platform Seychelles (CEPS), the Seychelles Interfaith Council Organisation, and the staff of the Seychelles Broadcasting Corporation.

President Herminie thanked the Committee for its diligence and commitment in carrying out its mandate.
