Cabinet Decisions

Cabinet Business - Wednesday 21st January, 2026

Vice President Sebastien Pillay chaired a scheduled meeting of the Cabinet on Wednesday 21st January, during which a number of legal and policy memoranda were approved.

Cabinet approved the establishment of a Youth Empowerment Council to strengthen youth participation in national decision-making. The Council will provide a representative platform for young people to advise Government on youth policies and programmes, promote youth leadership and inclusion, and strengthen engagement between Government and young people.

Cabinet approved the establishment of the Culture Reform Council as a temporary advisory body to guide reform and development in the cultural sector, in line with the President’s 100-day commitments. The Council will operate for two years, focusing on setting strategic priorities for culture, advising on policy and investment, protecting national traditions, and supporting sustainable funding for cultural practitioners. Members of the Council will be appointed by the President.

Cabinet approved Seychelles to host the First Global Annual Conference of the GEF-8 Blue and Green Islands Integrated Programme from 4 to 9 May 2026. The Conference will bring together Small Island Developing States, GEF agencies and partners to share knowledge, strengthen coordination, and promote nature-positive development, while showcasing Seychelles’ leadership in climate action, biodiversity conservation and the Blue and Green Economy.

Cabinet approved the new organisational structure of the Ministry of Employment and Human Resource Planning, restructuring the Ministry into two Departments to better deliver on the Government’s priorities and 100-Day Social Contract. The new structure strengthens focus on job creation for vulnerable groups, national human resource planning, labour law compliance and improved service delivery, while addressing key labour market challenges such as skills mismatch and youth unemployment.

Cabinet approved the engagement of an international technical partner to review salaries, allowances and benefits across both the public and private sectors as part of the Government’s 100-day commitment to reduce income inequality and improve the GINI coefficient. The review will deliver evidence-based and fiscally sustainable recommendations to guide Government decisions on remuneration.

Cabinet approved the restructuring of the Seychelles Infrastructure Agency to improve communication, reporting and delivery of Government infrastructure projects. The changes include creating a Deputy Chief Executive Officer post, appointing Lead Project Managers as main contact points for Ministries and strengthening oversight of projects on Praslin and La Digue to improve accountability.

Cabinet approved the submission of Seychelles’ National Report for the Fourth Cycle of the Universal Periodic Review, reaffirming the Government’s commitment to human rights. Cabinet noted the consultations held, the reforms and progress made since the last review across key areas and authorised the Ministry of Foreign Affairs and the Diaspora to submit the Report to the United Nations Human Rights Council.
